"This is the fourth circle we are starting services after Bihar, Orissa and Himachal Pradesh. Next month we shall enter North Eastern states beginning with Tripura and Nagaland," S Tel's CEO Shamik Das told PTI.

For the passive infrastructure, the company has tied up with various service providers including RCom, Bharti and Vodafone, he said adding, "by adopting this model we have been able to launch service much faster compared to other new telecom operators."

Claiming to have over 1.5 million subscribers within 90 days of starting services in three states, Das said due to affordable tariffs, quality of services and best customer care, S Tel has managed to get remarkable response from the users.

S Tel, which also bagged 3G spectrum in three states of Bihar, Orissa and Himachal Pradesh, is in process to arrange an outlay of Rs 700 crore for rolling out services.

For the existing 2G operations, the company has announced an investment of Rs 2000 crore.

"We view mobile technology as important element for advancing socio-economic development in the state of Assam with tele density as low as 31 per cent. Our strategy is aimed at making benefits of mobility accessible first to under-penetrated markets of Assam and then gradually expanding to bigger towns, thus aiming to bridge the stratum divide as we roll out our services in phases across the region," Das said.

The company has also offered a starter pack of Rs 49 for first 30 days with recharge of Rs 6 only as a promotional offer and has announced full talk-time on all top-up denominations.
